The African debate: the view of the diaspora on the Africa-France summit

For the first time in 60 years, the traditional Africa-France summit took place in early October without African heads of state. French President Emmanuel Macron invited actors from African civil society and the diaspora to Montpellier. Is this new relationship based on civil society realistic? Can we really build a relationship with Africa without its leaders?
