Several experts predict that this will translate into higher fees at city and municipal levels in various segments. However, Matovic’s ministry refuses to cut local governments’ budgets. On the contrary, the ministry thinks that the revenues of local governments will be higher even after the introduction of the package compared to the originally budgeted ones. According to them, they will increase to 3.53 billion euros. In the coming years, even after the introduction of this law, they are said to grow to 3.58 billion in 2023, 3.60 billion in 2024 and 3.87 billion in 2025, according to local government revenues. It can be expected that this is also because the head of state has heard criticism from local governments, ZMOS and other institutions that reject the philosophy and funding of the package. However, OĽaNO reacted with a theatrical event, during which they brought a brown pram in front of the presidential palace, which indirectly states that Čaputová should definitely not waste time and should approve the package for the families. The movement speaks of a kind of final, during which only Čaputová’s signature is awaited, and thus there is a kind of political and time pressure on the presidential palace. As in the opposition referendum, the head of state can intervene by having the law assessed to an expert opinion by the Constitutional Court, which can eventually stop the entire law and the deputies would have to rework it. Doubts are also created by the part of the approval of the law that took place in the parliament – the shortened legislative procedure, the justification of which is also questionable, for example, according to the coalition SaS. The president will receive social partners, local government representatives as well as representatives of pro-family organizations. At 11:00 it will be the reception of social partners (KOZ, JDS, RÚZ, AZZZ, APZD) at 13:30 the reception of local government representatives (SK8, ZMOS, ÚMS) and at 15:00 the reception of representatives of pro-family organizations. Personally, I believe that this meeting is in a sense a cover for the president, who expects an attack from the coalition and especially Igor Matovic. “If the package is vetoed, because the package is expected to end due to the president in the Constitutional Court, because the organizations invited to the president will not agree with the package and will criticize it,” explains Cirner. He expects that Matovič will nevertheless take personally the same disapproval or transfer of the package to the Constitutional Court, as has been the case so far. It could probably further ruin the relationship between him and the head of state. “The relationship is not good and it will not be good, the president is aware that, for example, she could not count on the support of Igor Matovič and OĽANO in her re-candidacy, and therefore it does not matter what the president does.
