The staff of ministerial cabinets of the government of Jean Castex experienced a “significant increase“in 2020 and 2021, believes the former PS deputy and specialist in the lifestyle of the State René Dosière, in a study published Thursday, October 14. The president of the Observatory of public ethics counts “559 ministerial advisers on August 1, 2021, while the last government of Edouard Philippe had 313 in 2019, an increase of 79%”.
He thus estimates the overall cost of the Castex government, advisers and support staff, at “160 million euros” in 2021, which makes it “the most expensive of the Fifth Republic”. And this, despite declining average salaries.

In addition to the increase in the number of ministers, a decree of July 2020 raised the maximum ceiling for employees: from 10 to 15 for full-service ministers, 13 per minister delegate and 8 per secretary of state.
René Dosière also underlines a “virtuous downward trend in individual remuneration”, down 5.9%, despite average earnings still “high” at 8,225 euros gross per month for a cabinet member. The former parliamentarian therefore calls for a “great vigilance” on this subject.
He also points out that the number of contract workers in the firms is increasing to the point of becoming for the first time “majority” (54%), “mainly because of the recruitment of young political collaborators from LREM and the pool of parliamentary assistants”.
