It was approved by parliament after the Constitutional Court annulled the old method in February this year. It bothered him that he greatly favored the strong over the weak.
Although the new system was supposed to bring greater proportionality to the recalculation, some advantage of large parties remained in it. According to the new system, the first sum of votes, ie the first scrutiny, tries to distribute as many seats as possible at the regional level. Each of the 14 regions has its own designated number of seats according to the number of votes cast.

In regions where fewer people came to vote, then the results are not as proportional and even as in regions where more seats are distributed.
