The Ministry of Finance has not yet registered a request for the release of funds, ie a budgetary measure, from the Ministry of Transport.

The construction of the D4 / D1 junction is definitely not worth it for the Ministry of Finance (MF) SR. This was emphasized by the press department of the ministry, stating that the Value for Money Department (ÚHP) published the evaluation of the project at the beginning of May. In addition, the Ministry of Finance has not yet registered a request for the release of funds, ie a budgetary measure, from the Ministry of Transport.

“It is in the public interest for the D1 / D4 junction to be completed as soon as possible. This is one of the reasons why ÚHP warned the Ministry of Transport and NDS in June 2020 that according to current laws it is necessary to publish a project feasibility study. NDS did not publish it until April 2021.” noted the Ministry of Finance. ÚHP subsequently assessed this project in May, ie within the legal deadline of 30 days from the publication of the study.
At the same time, the Ministry of Finance pointed out that, in accordance with the law, the condition for announcing a public procurement is not the evaluation of the investment by the Ministry of Finance, but the publication of a feasibility study in the hands of the NDS. “The aim of evaluating investment projects is to ensure their economic efficiency, ie the highest value for taxpayers for invested public money,” the Ministry of Finance added.
The Minister of Transport Andrej Doležal (nominee We Are a Family) stated on August 5 during a live stream on the social network on this topic that funds are allocated for this project in the state budget. “However, we are still unable to launch public procurement, because the funds that are allocated to this project in the general treasury are still in the hands of the Ministry of Finance, and they must release any investment to us through budgetary measures,” he said.
