NCZI has stopped public procurement on suspicion of manipulation

The National Center for Health Information (NCZI) has decided to cancel public procurement for the provision of support services to ensure the operation of NCZI information systems. The reason for the cancellation is a suspicion of manipulation of public procurement. This was confirmed by Alžbeta Sivá, a spokeswoman for NCZI.

The health care administration department was responsible for the disputed tender. According to Siva, the preparation of the tender began in July 2020 and took place under the leadership of the two previous CEOs. “In order to increase the credibility and professional competence of the members of the evaluation committee in connection with the subject of the contract, I decided in July 2021 to change the composition of the evaluation committee,” NCZI Director General Pavol Capek responded.

According to the spokesperson, the NCZI together with the Ministry of Health of the Slovak Republic will initiate a criminal report against an unknown perpetrator in connection with a suspicion of manipulation in public procurement. “At the same time, based on the results of the internal investigation, it will draw personnel consequences,” added Gray.

NCZI recently announced a total of more than € 58 million in public procurement. However, there were several inconsistencies and errors in the documents. This was pointed out by the civic association Slovakia.Digital.

The Minister of Investment, Regional Development and Informatization (MIRRI) Veronika Remišová expects that the disputed tenders of NCZI will be announced again, otherwise they could not be overpaid from Eurofunds. At the same time, he considers the criticism of the publicized public procurement of NCZI to be justified.

“I expect both competitions to be relaunched in accordance with the principles of well-managed IT, which the government approved last year,” said Remišová. She added that if this had not happened, MIRRI would not have been able to approve the reimbursement of Eurofund projects, which also included the disputed public contracts. Healthcare IT systems are legally separate from other state IT systems and reserved for NCZI, which falls under the Ministry of Health because they contain sensitive patient information.
