The Minister of National Education Jean-Michel Blanquer had unveiled its outlines at the end of July. A month later, we finally know what will look like the new health protocol in French schools.

Alert levels, class attendance, health pass, vaccination campaign… The Minister detailed Sunday, August 22, 2021 in the columns of the JDD the new measures that will apply from back to school, Thursday September 2, 2021, in all schools, colleges and high schools. Here’s what they’re planning.

No health pass but the possibility of getting vaccinated

For the 12 million students who are about to find their way back to school, the controversial health pass, in force for a month, will not be compulsory, including for teachers. On the other hand, a vaccination campaign will begin at the start of the school year to students over 12 years old who wish, as well as for their teachers, said the Minister of Education.

Concretely, and “according to the situation”, “either mobile teams will come to vaccinate in the establishments, or we will organize the movement of the volunteer pupils, in connection with the health services, towards the vaccination centers”, he detailed.

The screening campaign will also continue at the start of the school year, with distributions of saliva tests in primary schools and self-tests for middle and high school students and staff, in the event of the appearance of confirmed cases or in the case of a particularly active circulation of the virus In the region.

Four alert levels

Vaccinated or not, all students will therefore be accommodated in schools. However, these will be subject to four alert levels, from 1 to 4, depending on the epidemic situation in the region (the indicators being provided by Public Health France, editor’s note).

Thereby, ” the passage from one level of the protocol to another could be triggered at the departmental, academic, regional or national level in order to guarantee a rapid, appropriate and proportionate response ”, specifies the ministry website.

In fact, it will look like this:

• Level 1 / green level: the situation is under control

Reception of students: all courses (schools, colleges and high schools) are provided face-to-face.
Wearing a mask: it remains compulsory indoors for staff and students from middle school; outside, the rules will be the same as those for the general population.
Gatherings: gatherings are allowed, except the most important ones which must be limited.
Activities : physical and sporting activities are permitted indoors and outdoors.

• Level 2 / yellow level: surveillance is stepped up

Reception of students: all lessons are given face to face.
Wearing a mask: it is compulsory indoors for staff and students from elementary school; outside, same rules as those for the general population.
Gatherings : the limitation of mixing between pupils of different groups (class, groups of classes or level) is compulsory.
Activities : physical and sporting activities are permitted indoors and outdoors. Indoors, contact sports are prohibited and the rule of distance must be respected.

Note that at the start of the school year, it is this level 2 of the health protocol that will be applied in all establishments, said Jean-Michel Blanquer.

• Level 3 / orange level: the measures are hardened

Reception of students: lessons are provided face-to-face in primary and secondary schools. On the other hand, hybridization is possible in high school, depending on the local context.
Wearing a mask: it is compulsory indoors and outdoors for staff and students from elementary school.
Gatherings: the limitation of mixing by level is obligatory, as well as by class during the restoration in the first degree.
Activities : only low intensity activities compatible with wearing a mask are allowed indoors and outdoors.

• Level 4 / red level: towards returning home from school

Reception of students: lessons are provided face-to-face in primary school. Hybridization is possible for 4 students^e and 3^e with a 50% gauge. Ditto in high school.
Wearing a mask: it is compulsory indoors and outdoors for staff and students from elementary school.
Gatherings: the limitation of mixing by level is obligatory, as well as by class during the restoration in the first degree.
Activities : activities are authorized only outdoors and with respect to a distance of 2 meters.

Finally, for all levels, the closure of a class applies from the first case of contamination, for a period of seven days. In this case, distance education is preferred.

And always barrier gestures

In addition to wearing a mask, limiting student mixing and distancing, other measures will continue to apply within establishments, including hand washing (with soap and water or a hydroalcoholic solution) “on arrival in the school or establishment; before and after each meal; before and after recess; after going to the toilet; in the evening before returning home or upon arrival at home ”, according to the recommendations of the Ministry of National Education.

In the same way the rooms must be ventilated frequently, at the rate of “at least 15 minutes in the morning before the arrival of the pupils, during each recess, during intercourse, at lunch time and during the cleaning of the premises”. A ventilation of at least 5 minutes must also be carried out every hour.

At last, premises and equipment must be cleaned and disinfected “At least once a day” in the case of a level 1 protocol. For level 2 to 4 protocols, regular cleaning must be applied.

A protocol that is not unanimous

These new measures do not seem to have won over some teachers’ unions, such as the Unitary National Union of Teachers, School Teachers and PEGC, affiliated to the FSU (SNUipp-FSU).

In a tweet published on Sunday, his spokesperson, Guislaine David, deplores a protocol “lighter than last June especially at the level of school catering”, where the mixing of classes is still “possible” and “while the incidence rate is higher among students because of of the Delta variant ”.
