He also informed that in the liberated cities of Balaklija and Hrakov, the payment of pensions has already started, retroactively for the last five months, when their payment was not possible due to the Russian occupation. Zelenskyy emphasized that the proposals are based on “clear and legally binding steps, concrete and timely measures, especially preventive measures, aimed at preventing war and cooling the aggressor in his intentions”. According to Zelensky, these are guarantees that Ukraine did not have before the Russian invasion.
