Ukrainian President Volodymyr Zelensky notably declared on Sunday evening that his army had taken over the strategic town of Izium, in the east of the country. Ukrainian local authorities reported Russian strikes on several strategic infrastructures in the country, provoking power outages in Kharkiv, Donetsk, Zaporizhia, Dnipropetrovsk and Sumy regions. “No military installation” was affected, said Mr. Zelensky. “Thousands” of people left the Kharkiv region, the scene of the Ukrainian counter-offensive, for Russia in twenty-four hours, said Vyacheslav Gladkov, the governor of the Russian region of Belgorod, bordering Ukraine. Russian President Vladimir Putin warned on Sunday of the “catastrophic consequences” that “regular Ukrainian attacks” on the complex of the Zaporizhia nuclear power plant in a telephone interview with his French counterpart, Emmanuel Macron. The latter retorted that “the Russian occupation” was “the cause of the risks” weighing on the largest nuclear power plant in Europe, and asked him to withdraw all the weapons. The Ukrainian operator Energoatom has, of its side, announced that it had stopped before dawn the last reactor still in operation at the plant, which produced the electricity necessary for cooling the nuclear fuel and for the security of the site. This decision was taken after the restoration, on Saturday evening, of the external electricity supply of the plant. France and Romania will sign, on Monday, an agreement to facilitate the export of cereals from Ukraine by land, announced, Sunday, the Minister Delegate for Transport, Clément Beaune, on France Inter. These cereals will go “to Europe and to developing countries, particularly in the Mediterranean, which need them for food and almost survival reasons”, added the minister.
