Employment: “The integration of refugees is a marathon, not a sprint”

-

Insufficient language skills, impossibility of having diplomas obtained outside the European Union recognized in France, poor housing: for refugees in France, getting a job is an obstacle course. But at a time when employers are facing labor shortages, companies say they are ready to turn to “this new recruitment pool”. Interview. Refugee often rhymes with unemployed. At least, for now. On Wednesday June 22, an audience of decision-makers and bosses determined to reverse this reality gathered at an event organized by the United Nations agency for refugees at the Paris Chamber of Commerce and Industry. The opportunity to affirm that the professional integration of refugees was one of their priorities, at a time when France is faced with a lack of manpower. “Not only do we have to act, but we have to act more,” said Isabelle Giordano, general delegate of the BNP Paribas foundation, a bank which has released 17 million euros to facilitate this “integration”. Companies have “every interest in seeking new recruitment pools, and refugees are one of them,” said Odile Menneteau, who represented Medef on the day. If hiring a refugee has long been seen as an act of “solidarity”, “now it must be taken into account as an employment policy”, she continued. 2022. Credit: Pôle EmploiAccording to the “Needs in manpower” survey conducted by Pôle emploi, more than three million recruitments are planned for 2022, an increase of 12% compared to 2021. Ofpra and the CNDA granted protection status to some 54,094 people in France in 2021, according to figures from the Directorate General for Foreigners in France (DGEF). The vast majority of them do not have access to the labor market, bogged down in logistical and material difficulties. Interview with Jean-Christophe Dumont, head of the international migration division at the Organization for Economic Co-operation and Development (OECD).InfoMigrants: Currently, what is the average time for a refugee to find work? Jean-Christophe Dumont: According to the available data, we see that it takes 10 years for half of the refugees in Europe to be employed. Be careful, when we say “employee”, it does not necessarily mean that the person has obtained a permanent contract. It can be any type of job, even precarious work. Basically, 10 years after the arrival of a group of refugees, only half of them have found employment in one way or another. It’s very long, much too long. IM: Why such a long time? What obstacles do they face? JC.D: There are a lot of parameters that come into play. A beneficiary of international protection has, by definition, suffered trauma. He had to flee his country without warning, without being able to plan anything, sometimes even without his papers. All this destabilizes him and makes him vulnerable. The haste of departure is also not conducive to proper integration in the country of destination, for which the person does not have time to prepare. Refugees can therefore arrive in France without mastering the language or the codes of the country. They don’t necessarily know the labor market, how a job interview takes place or the role of the different institutions. And they can find themselves very isolated.>> To (re)read: Employment in France: in which sectors do refugees find the most employment?Another problematic point: even if a refugee was able to take his diplomas with him, he there are risks that the employer doubts their validity [les diplômes délivrés en dehors de l’Union européenne doivent faire l’objet d’une vérification administrative afin qu’ils soient reconnus conformes aux standards français, ndlr].Finding a job on your own without speaking French very well and with diplomas that could not be validated, it remains a challenge. Let us also mention the difficulties linked to the geographical location. Many people meet when they arrive in the Paris region and stay there. However, there are a lot of refugees and therefore a lot of competition in this area. We know that it is not there that the job market is the tightest and that there are the most unfilled job vacancies, but rather in the regions. IM: In concrete terms, what can be put in place to promote this integration? JC.D: Several things have already been put in place. This year, the AGIR program, devoted to this issue of professional integration, was launched [il vise à “systématiser l’accompagnement vers l’emploi et le logement des bénéficiaires de la protection internationale”, comme le précise le site du ministère de l’Intérieur, ndlr].The changes made to the Republican Integration Contract (CIR) since 2018 should also begin to bear fruit. In particular, the language training offer has been doubled. We went from 200 to 400 hours. Depending on the profiles, this can go up to 600 hours. This change is fundamental because the language remains a prerequisite for integrating into the labor market. >> To (re) read: Employment: for refugees in France, “precarious, unstable and unsatisfactory” working conditions There have also been notable advances in cooperation between the French Office for Immigration and Integration (Ofii) and Pôle Emploi. They began to coordinate in response to the Ukrainian crisis [et à l’arrivée de réfugiés ukrainiens, ndlr] to help this population find work quickly. We can hope that this will spread to other refugees. Integration is a process: you have to learn the language, find satisfactory accommodation, and so on. It doesn’t happen overnight. There may be difficulties, relapses, job losses. You have to accompany people over time and understand them. For businesses and public authorities, it’s a marathon, not a sprint. IM: What about the recognition of foreign diplomas? Have measures been put in place in this regard? JC.D: That’s really the hole in the racket. France is under-equipped in terms of recognition of foreign diplomas and validation of skills and professional experience. For the time being, nothing has been done, even if the authorities have understood the problem.>> To (re) read: Employment: the home help sector is betting on immigrationIt’s very unfortunate, because those who obtain refugee status are people who are often very motivated by the idea of rebuilding their lives. When they manage to enter the job market, they are people who have great potential, they have a strong desire to learn and be independent quickly. They are absolutely not in a logic of assistantship. When the labor market is too closed for them, some go into business, and what we have seen in different European countries is that, in general, they succeed in an exemplary manner.
