An amendment to the law was approved in the third reading, which, after its approval and signing by President Putin, gives virtually unlimited power over the Russians’ finances and their bank accounts. These are property transfers, deposits, withdrawals or even the freezing of these funds. Moscow presents the law as a countermeasure against “hostilities of the United States and other foreign states.” The law will apply to both natural and legal persons. He gives the head of state, Putin, among other things, the power to restrict or prohibit foreign exchange transactions of residents and non-residents, to establish a special procedure for transactions with persons from “enemy states”. “Most of the measures have already been incorporated into anti-sanctions presidential decrees, and Federal Law No. 127 (on insolvency) itself gives Putin de facto unlimited powers,” explains Central Bank Deputy Chairman Alexei Guznov.

The decision to specify possible bans by the president of the Russian Federation was reportedly taken “with regard to public perception”. The deputies passed the law will now still have to pass the Federation Council and only then will the president get it on the table.
