On Tuesday, the President of the Slovak Republic, Zuzana Čaputová, returned the law on the financing of the child’s leisure time to the parliament for reconsideration. It vetoes those parts of the law that are due to take effect on January 1 next year. Her veto does not apply to immediate help to families from July this year. If the parliament breaks its veto, it will turn to the Constitutional Court of the Slovak Republic with the question whether the process of approving this law was in accordance with the Constitution of the Slovak Republic. The head of state informed about it in his public statement. “Helping families is a legitimate goal,” she said. The law, on the one hand, helps families, but has a significant impact on local government budgets. “If these reasons are not met and this shortened process is nevertheless used, the constitutional principles of the rule of law or legality may be violated,” she said. In this context, she pointed out that there was no reason for accelerated legislative proceedings in the parts of the law in force since the beginning of next year. According to her, the institute of the shortened legislative procedure was used by the parliament in this case, contrary to the Constitution of the Slovak Republic. “I do not oppose those measures that are supposed to help families now, ie from July 1 this year,” Čaputová said.
