I’m not saying this will happen, but in terms of a possible scenario, it’s not unimaginable.” According to the professor, the war in Ukraine is really the one Putin plans to win at any cost. Russia is therefore getting to the point where it needs to declare victory. “Tactical nuclear weapons may have to be used for this purpose. I don’t anticipate that, but it could be one of the options they decide to pursue.” Shortly before Russia launched an invasion of Ukraine, Putin warned Western nations to avoid conflict and said he was putting his nuclear forces on alert.
