Most of the injuries recorded by civilians were caused by the use of “explosive weapons with a wide range of impact”, the statement said. Blinken’s claims in the State of the Union television program follow last week’s comments from US President Joe Biden that Russia deliberately targeted civilians in the attacks on Ukraine.

NATO Secretary General Jens Stoltenberg has also accused Russia of claiming that Russia has used cluster munitions and vacuum bombs in Ukraine – weapons that are prohibited under international law.
