BRATISLAVA. President Zuzana Caputova signed a law on certain emergency measures in connection with the situation in Ukraine, which was approved by the National Council on Friday.

Migration and cybersecurity

The law responds to current developments in Ukraine, which may result in mass migration of foreigners to Slovakia. It will thus be possible to declare an extraordinary situation also in the event of a mass influx of foreigners, which will enable the implementation of economic mobilization measures, especially with regard to the need to provide accommodation for foreigners, transport arrangements or medical arrangements.

The material also amends the laws on cyber security, civil protection and asylum. In the context of cybersecurity, a new “blocking” institute is being introduced to prevent the spread of harmful content on the Internet. The institute of “blocking” is to apply until the end of June 2022, it is to be decided by the National Security Office.

“Malicious content means software or data that causes or may cause a cyber security incident. Malicious activity means any activity that causes or may cause a cyber security incident, fraud, theft of personal data or sensitive data, serious misinformation, and hybrid threats, “the law states.

The amended Asylum Act, in turn, allows the government to declare temporary refuge even without a decision of the Council of the European Union. An alien requesting temporary refuge who has secured accommodation will not have to report to a detention camp. In order to speed up the proceedings, the foreigner’s danger to the security of Slovakia will be examined only subsequently.

Financing accommodation for refugees

In the proposal, MEPs also approved the possibility of financing the provision of accommodation to detainees who were given temporary refuge in Slovakia in connection with the war in Ukraine. The contribution is to be provided from the state budget through the municipalities on whose territory the accommodation will be provided.

The law is also intended to establish a fund to help people adversely affected by the negative consequences of a military invasion Russia in Ukraine.

The law came into force by a statement in the Collection of Laws.
