7:57 Tensions escalation and shelling in eastern Ukraine have disrupted water supplies for more than a million people in the region. The International Committee of the Red Cross has called on all parties to the conflict to save the infrastructure necessary for the lives of civilians in the communities.

6:58 Russian President Vladimir Putin has ordered the government to promptly pay 10,000 rubles (114 euros) to every refugee who comes to the Rostov region in southern Russia from the Donbas. According to Interfax, 26 regions of Russia are ready to receive refugees from Donbas. There are many women and small children among the refugees.
