Tehran had restricted the access of inspectors in February and has refused since that date to provide real-time recordings of cameras and other tools.

The IAEA at the time negotiated a three-month compromise with Tehran to ensure that Iran would keep these records and hand them over when the United States lifted its sanctions. This agreement was extended in May until June 24.
