“It was not possible to agree today that we should meet immediately at the top”, announced Chancellor Angela Merkel, who wanted such a meeting.

“It is too early because so far we do not see a radical change in the behavior of Vladimir Putin”, explained the President of Lithuania, Gitanas Nauseda.
