Covid and travel to the EU, “discourage them from and to dark red areas”

EU member states should “discourage” “non-essential” travel to and from the dark red areas, the color that on the ECDC map indicates a very high circulation of Covid. This was suggested by the EU Council, which updated the travel recommendations, not binding on states, last revised in June 2021. EU countries should ask people arriving from dark red areas who do not have a vaccination certificate or recovery from Covid-19 to carry out a test before departure and (not ‘or’) to remain in quarantine after arrival. The Stockholm ECDC should continue to update the Covid epidemiological map, including, in addition to the positive rate on the total tests carried out and the rate of new positives per 100 thousand inhabitants, also the vaccination rate, a parameter that is not contemplated today. .
