His vote in the National Assembly was eventful. After suspensions of debates and lively discussions, the bill establishing the vaccination pass was voted on Thursday, January 6 by the deputies. On Monday, he entered the Senate for the rest of his legislative career, first in committee and then in the hemicycle from Tuesday. The upper house, with a majority on the right, should vote on the text, but making changes.

A vaccine pass to fight Covid-19
“I said, like a large majority of senators, that we would vote for the vaccination pass subject to adjustments, as we had done for the health pass”, said LR president of the Senate Gérard Larcher on Friday in an interview with the newspaper Le Figaro. The leader of senators LR Bruno Retailleau also announced his intention to vote for the text. But last week, despite calls from the president of deputies LR Damien Abad and presidential candidate Valérie Pécresse, Republican deputies were divided when it came time to vote, with only a third of the group voting for (another third against, another third abstaining).
As modifications, the senators should in particular provide for an extinction of the vaccination pass once certain conditions are met to limit its use in time. According to the amendment consulted by LCI, they propose to keep it mandatory “when the number of hospitalizations linked to Covid-19 is greater than 10,000 patients nationally, or in departments where less than 80% of the population has a complete vaccination schedule against Covid-19 or in which a active circulation of the virus is observed, measured by a high incidence rate of Covid-19 disease “.
They also want to restrict the vaccination pass to people over 18 years old. Minors aged 12 to 17 would remain subject to the obligation to present a health pass, regardless of the activity. The deputies had postponed from 12 to 16 years the need for a vaccination pass for school trips and peri and extracurricular activities.
Relax sanctions on businesses
Another point that will be debated: the possibility for cafetiers or restaurateurs to carry out identity checks in the event of “serious reasons” to think that there is fraud on the vaccination pass. In business, LR senators also want to remove the article reinforcing sanctions against those who do not play the game of teleworking; and limit the postponement of medical visits scheduled between December 15 and a date set no later than July 31, 2022 deemed unnecessary by the occupational physician.

At the end of its vote in the Senate, the bill will have to be examined in a mixed joint committee, where deputies and senators will have to agree on its final version, before it is re-voted by the two assemblies. After the delay in the National Assembly, the government is counting on the entry into force of the law transforming the health pass into a vaccination pass “no later than the first days of the week of January 17”, and no longer from the 15th.
