KOŠICE. Office for Procurement (ÚVO) decided to cancel the competition for the R2 Košice, Šaca – Košické Oľšany expressway.

“The Office ordered us to cancel the competition in its second ex ante inspection before signing the contract. The reason was not that the conditions were fundamentally discriminatory, that the price was unreasonably high, or that we made mistakes in the public procurement law. The Office ordered us to cancel competition for two missing words: or equivalent, “Doležal continued.

“The National Motorway Company (NDS) cannot conclude a contract, Košice will not have part of its bypass for the next two or three years, we will not be able to draw almost 140 million euros from the Integrated Infrastructure operational program,” he said.

He went on to say that when competitors were required to document experts, they should have at least 10 years of construction experience and FIDIC standards.

“It is a completely legitimate requirement, but we have been criticized for not having it there: FIDIC or equivalent. However, there is no equivalent to the FIDIC standard. There is an equivalent to other contractual and business conditions, but in construction it is nonsense,” said Doležal.

The decision to cancel the competition came on December 21, the minister added that they plan to appeal.

Polaček: We pay extra for officials

The mayor of Košice is also outraged Jaroslav Polaček (independent).

He does not know if there is another country in Europe where such a thing could happen.

According to him, this incomprehensible decision goes against increasing traffic safety in our city.

“We all rejoiced that by 2025 at the latest, the construction of the R2 section will ease transport in the city and, instead of thousands of transiting cars and trucks, the environment and the lives of our inhabitants will improve. I still hope that the Ministry of Transport’s appeal against this decision will be successful. Otherwise, for many years we will be afraid that there will be no traffic accident near the VSS Bridge, where even a small tap can negatively affect traffic in the whole city and cause huge columns, “added Polaček.
