Zeman does not appoint a candidate for Minister of Foreign Affairs Lipavský – SME.sk

PRAGUE. Czech president Milos Zeman does not appoint Jan Lipavský, a candidate for Foreign Minister Jan Lipavský from the Czech Pirate Party, into the emerging government of Prime Minister Petr Fiala.

The reason is his allegedly insufficient qualification, as well as Lipavský’s attitude to the cooperation of the Visegrad Four countries, stated in a statement by Zeman’s spokesman Jiří Ovčáček on Friday.

Low qualification, attitude to V4

“Low qualification. Unlike other candidates, Mr. Lipavský completed only a bachelor’s degree and according to the weekly Euro, his final bachelor’s thesis was evaluated with the worst possible grade,” Ovčáček explains the first reason for not appointing Lipavský.

Lipavský’s “distant attitude” towards Vyšehrad cooperation, as well as towards Israel, which, according to the head of state, contradicts the program statement of the new government, also hinders Zeman.

The fourth and last reason for Lipavský’s rejection is his proposal that the following Sudeten German days be held in the Czech Republic.

Zeman fears incompetence

Zeman also has reservations about other ministerial candidates of the new Prime Minister Petr Fiala, but he has nevertheless decided to appoint them.

“Some candidates have shown that they have not addressed the issues assigned to them in the past, which poses a risk of a shortage of professional competence. Nevertheless, in an effort to contribute to the formation of a new government, the President that Zeman drew Fial’s attention to these shortcomings.

Fiala does not plan any changes, she expects a legal dispute

As the news server Novinky.cz writes, if Prime Minister-designate Fiala does not nominate another candidate for the head of diplomacy, which, according to his previous statements, he does not plan to do, then a legal dispute can be expected.

In an interview with Czech Television, Fiala confirmed on Wednesday that if all the candidates were not appointed, he would file a Constitutional Court.

Experts and the President interpret the Constitution differently, comment on Novinky. According to Zeman, “the Constitution does not oblige the President of the Republic to accept every proposal submitted to him.”

However, according to constitutional lawyer Marek Antoš, the president does not have the right to veto one candidate on the basis of a personal or political decision.
