OVERVIEW: Only work with the test. Slovakia has become black, these districts must follow the strictest rules – Startitup

From Monday, November 15, a new division of districts awaits us, which is even worse than last week. It is no surprise that we will not find a single green and orange district on the map of Slovakia. This is mainly due to the low vaccination coverage of seniors and the daily increase in new cases, which has been quite high in recent days.

However, there will be several red districts on the map, namely the districts of Komárno, Šaľa, Dunajská Streda and Bratislava I. – V. Bord’s districts are slightly more, but compared to the black ones, they are minimal. The districts of Malacky, Skalica, Myjava, Pezinok, Trnava, Senec, Galanta, Nitra, Zlaté Moravce, Hlohovec, Prievidza, Trenčín, Žilina, Dolný Kubín, Ružomberok, Revúca, Rožňava, Prešov and Sabinov travel to the burgundy.

Most districts will be black. Districts all over Slovakia will be colored in this color. These are districts that have few vaccinated seniors. Specifically, in the black districts of Bánovce nad Bebravou, Banská Bystrica, Banská Štiavnica, Bardejov, Brezno, Bytča, Čadca, Detva, Gelnica, Humenné, Ilava, Kežmarok, Košice I – IV, Košice – surroundings, Krupina, Kysucké Nové Mesto, Levice, Levoča, Liptovský Mikuláš, Lučenec, Medzilaborce, Michalovce, Martin, Námestovo, Nové Mesto nad Váhom, Nové Zámky, Partizánske, Piešťany, Poltár, Poprad, Považská Bystrica, Púchov, Rimavská Sobota, Senica, Snina, Sobrance, Spišská Nová Ves, Stará Ľubovňa, Stropkov, Svidník, Topoľčany, Trebišov, Turčianske Teplice, Tvrdošín, Veľký Krtíš, Veľký Krtíš, Vranov nad Topľou, Zvolen, Žarnovica and Žiar nad Hronom.

Black districts

Even this week, most districts are colored black, so let’s start with the measures that the inhabitants of these parts of Slovakia should take care of. The measures are the strictest at this stage. In the black districts, residents can say goodbye to open fitness centers. These centers will be closed to everyone, regardless of whether a person is completely vaccinated or not.

The same goes for restaurants. These can operate in windowed delivery or delivery mode. You should therefore say goodbye to sitting inside the company or on the terrace. Although there has been talk of the possibility of visiting restaurants for the vaccinated, this measure will not apply yet.

In the case of mass events, the measures are not so strict. Only vaccinated people can participate and only 100 people are allowed to participate. It is a condition that a list of all participants is drawn up and that strict anti-pandemic measures are complied with.

Services will not be disrupted in the black districts. Even in black districts, Masses can be organized in three modes. In the case of the base mode, it is mandatory to establish a list of participants and ensure that the capacity does not exceed 1 person per 25 square meters.

In the case of the OTP regime, a list of participants is also mandatory and a maximum of 1 person per 15 square meters is allowed. If only fully vaccinated can attend the service, the number will not be more than 100.

Even in this case, it is mandatory to adhere to strict anti-pandemic measures and to draw up a list of participants.

If you live in the Black District, don’t forget that you have to have a nose respirator on your mouth and in public transport. If you are less than two meters away from strangers in the exterior, you must also have your upper airways covered. Whether you choose a veil, a scarf or a scarf over your nose is up to you.

Burgundy districts

If your district is burgundy, you should not forget the respirator indoors, in public transport and other means of transport. Even in this case, it is true that in the exterior there is a mandatory veil if you get less than two meters from strangers.

The burgundy districts have measures slightly finer than the black ones. In the case of mass events, the organizer can decide in which mode it will take place. If a base scheme is chosen, a maximum of 6 participants can participate and a list must be drawn up.

If the organizer opts for the OTP mode, he can fill a maximum of 25% of the capacity. But what if capacity is not determinable? In this case, a maximum of 50 people can attend the event.

The best are the organizers who choose the regime completely vaccinated, because in this case they have no limit. However, they should not forget the list of participants, as well as respirators and drapes.

Restaurant owners who operate in base mode should also be careful, as only window sales can be open. At the same time, they can deliver food and drinks.

In the case of OTP, the company’s interiors are closed, but the food can be sold through a window or delivery. Customers can also use the terrace, but the owners should take into account that there must be two-meter spacing between the tables and at least 50% of the walls must be open.

If business owners decide to serve only fully vaccinated, there are no restrictions on the exterior. In the interior, there can be a maximum of 4 people or people from one household at the table. The spacing between the tables must be 2 meters.

Fitness centers in the burgundy districts will be open only to the fully vaccinated, but at one time there can be a maximum of 20 people, or 1 person per 15 square meters.

Services are allowed in all modes. In base mode, care must be taken to ensure that there is only one person on 15 square meters, and in OTP mode a maximum of 25% of the capacity can be filled. If the capacity is indeterminate, only 50 people may attend the service.

In the case of fully vaccinated, no limit is specified. In all three regimes, it is mandatory to draw up a list of participants.

Red districts

The last 7 districts will be in red from November 8. It is these districts that can enjoy more relaxed measures. Even in the red districts, mass events can take place in all three regimes.

In the basic mode, the event can be attended by a maximum of 10 people, in the OTP mode a maximum of 150 people. However, this only applies if the capacity is indeterminate, otherwise a maximum capacity of 25% of the capacity applies. If the mass event takes place in full vaccination mode, there is no capacity limit. In all three cases, it is mandatory to have a list of participants.

Businesses in the base mode can only operate on the delivery and dispensing window. In OTP mode, there can be a maximum of 4 people or people from one household indoors at the table. There must be a two-meter distance between the tables. There are no restrictions on the terraces. The same is true for the full vaccination regime.

Even in the red districts, fitness centers cannot operate in base mode. However, the OTP mode is allowed, where there can be either 20 people or one person per 15 square meters in the area. In this mode, it is also mandatory to obtain a list of participants. In fully vaccinated mode, fitness centers can operate without restrictions.

What about the services? They can also operate in all three regimes in these districts. In base mode, a maximum of 1 person per 15 square meters applies. In the OTP mode, 25% of the total capacity, or 150 people, can attend Mass. If only fully vaccinated can attend Mass, they will be able to take place without limit. In all three modes, a list of participants must be provided.

Even in the red district, it is mandatory to wear a respirator indoors. However, you can exchange it for a veil outdoors, where one of them is mandatory at a distance of people up to 2 meters.

To work only with confirmation

As we informed you during the week, in recent days the government has been dealing mainly with tightening the rules. Experts called on the government to require a COVID passport to enter employment in the red and worse districts, ie proof of vaccination, overcoming COVID-19 or a negative test for coronavirus infection.

The deputies discussed the measures on Friday, November 12. For example, the government has discussed whether employees will have to prove themselves by vaccination, overcoming or a negative test. At the same time, the same was addressed in the case of operations. If the person decides not to show the confirmation, he risks not being allowed into the premises.

The deputies also insulted the medics, with whom we have been meeting quite often lately, but also with a fake COVID passport, for which fines will be handed out. Changes should also come in the area of ​​pandemic PN and threats to healthcare provision.

12 deputies commented on the proposal and the deputies did not get to the vote until 15:04. Stricter anti-pandemic measures have been approved. 119 Members took part in the vote, 84 of them voted in favor. There were 34 deputies against and 1 abstention.

Testing will be free

According to the SITA agency, the amendment to the Labor Code, in turn, regulates the employer’s obligation to check the employee in this context. If the confirmation does not prove it, the employer does not have to let him into the workplace. However, he will have to allow him to fulfill the obligation in another way, for free testingprovided by the employer.

Only if the employee rejects this method, the employer can qualify it as an obstacle to work on the part of the employee, ie the employer will not be obliged to assign work to the employee, without compensation. However, the parties may agree on another regime, such as wage compensation or leave. At the same time, Parliament approved an amendment by a group of coalition members, limiting the measure to 30 April 2022.

Following the amendment to the Labor Code, the civil service is also to be regulated in special regulations. The amendment to the Social Insurance Act, in turn, regulates the situation in which an employee has been recognized as temporarily incapable of work since 1 December 2021 due to a quarantine regulation.

It will not be covered by the transitional provision according to which entitlement to pandemic sickness benefits during a crisis situation arises from the first day of temporary incapacity for work. The amendment to the Act on Offenses is also intended to regulate the new facts of offenses, such as those aimed at punishing verbal attacks and denigrating healthcare providers and recipients, as well as those involved in its provision.
