Guinea considers the appointment by ECOWAS of a special envoy to be inappropriate

Colonel Mamadi Doumbouya, president of the transition in Guinea and author of the September 5 putsch, sent a letter to the Economic Community of West African States (ECOWAS), which AFP was able to consult on Tuesday, November 9. . He considers it inappropriate the decision of West African states to appoint a special envoy for the transition underway in this country, where the military took power on September 5.

The authenticity of the letter sent to Ghanaian President Nana Akufo-Addo, current president of ECOWAS, was confirmed to AFP on Tuesday by a source close to the Guinean presidency. The document is not dated but it was sent Monday to Nana Akufo-Addo, a source at the Guinean prime minister told AFP.

ECOWAS leaders appointed Mohamed Ibn Chambas their organization’s special envoy for Guinea after their summit in Accra on Sunday. They reiterated the need to organize the elections within six months and insisted on the “urgency to release” the ousted President Alpha Condé, 83, under house arrest since the coup d’état of September 5.

“The appointment of a special envoy does not seem to us to be opportune or urgent inasmuch as no internal crisis liable to compromise the normal course of the transition is observed”, writes Colonel Mamadi Doumbouya, president of the transition in Guinea and author of the putsch, in the letter to President Akufo-Addo.

“The establishment of the organs of the transition is proceeding as planned, in a peaceful climate and in perfect symbiosis with the vital forces of the country”, pleaded Colonel Doumbouya.

On September 5, the military overthrew President Condé, who had been in power since 2010.

Colonel Mamady Doumbouya has since been sworn in as president for a transitional period of still unknown duration and content. On October 6, he appointed a transitional Prime Minister in the person of Mohamed Béavogui, a former UN Under-Secretary General who then set up a government of 27 members.

At the end of October, a delegation from ECOWAS in Conakry noted a “positive dynamic” in Guinea “towards a return to constitutional order”.

“Progress has been made. There are positive aspects that should be noted,” said Jean-Claude Kassi Brou, who headed the delegation, citing the adoption of a transition charter and the gradual establishment organs of the transition.
