Health pass: the deadline of November 15 definitively expires – LCI

If everything already led to believe that the government would not give up the health pass in the short term, nor would it change the scope of its use, Emmanuel Macron’s allocation made it possible, this Tuesday, November 9, to specify the timing. Initially implemented until September 30, 2021, the current health pass is in effect only until November 15, recalls the site. servicepublic.fr.

Since Friday and the adoption by Parliament of the draft law “health vigilance”, the possible use of the device is however allowed until July 31, 2022, without it being certain that it will actually be used continuously until next summer.

What the text provides is first of all that “until July 31, we will be able, if and only if necessary, to supervise the activity of establishments open to the public and require the health pass”, Government spokesman Gabriel Attal detailed mid-October, when the controversial bill extending the possible use of the device had just been presented to the Council of Ministers.

This text also makes it possible, in practice, to lift the health pass, territory by territory. “If the situation worsens suddenly we can issue decrees declaring a state of health emergency on all or part of the territory for a period limited to 30 days”, he had further clarified.

Note, however, that the “health vigilance” law only sets this framework, and that it is up to the Prime Minister to then issue a decree requiring the presentation of the health pass to access certain places. If the current epidemic trend has suggested for several weeks the application of the device beyond November 15, Emmanuel Macron officially confirmed it on November 9 and for the time being until an undetermined date.

“Any relaxations contemplated for a while will be postponed to keep the rules currently in place. Although I know how difficult that is.”, declared the Head of State during his speech. “Wearing a mask at school will therefore be maintained for the moment. The application of barrier gestures that protect both against COVID19 and against contagious winter diseases, must also be the subject of increased attention. Controls for the application of the health pass in the establishments concerned and for entry into ports, airports and stations will be reinforced “, he detailed. And to insist: “It is thanks to vaccination, the health pass and barrier gestures that we will be able to continue living, not restricting other freedoms and not closing off activities.”

“From December 15, you will need to provide proof of a reminder to extend the validity of your health pass”, especially announced Emmanuel Macron, leaving no doubt, on the fact that the sanitary pass will indeed be in force this winter. In fact, the “sanitary vigilance” law specifies that recourse to the extension of the sanitary pass must be justified by a series of criteria (vaccination rate, positivity rate of screening tests, saturation rate of intensive care beds), d news at a time when the epidemic resumption is confirmed in France.

“The 40% increase in the incidence rate in one week is a warning signal”, insisted the head of state. This Wednesday, Gabriel Attal for his part explained that the warning signals were multiplying in France and abroad, with in particular an incidence rate which had increased in 91 departments. Hospitalizations are also on the rise while the situation in health establishments is tense, in particular because of an epidemic of bronchiolitis. A few hours later, the Minister of Health, Olivier Véran, refused before the senators to discuss any timetable for the elimination of the health pass. “When will the health pass be abolished? Today we are facing an upsurge in the epidemic and it is certainly not the time to ask the question”, said the minister.
