After ten days of discussions in Glasgow – and while the COP26 officially closes on Friday – the British presidency of the climate conference published a first draft of the text on Wednesday 10 November. The latest estimates, given on Tuesday by the United Nations, pointed out that, despite the new commitments made by some states, the world is still on the path to warming. “Catastrophic” 2.7 ° C by the end of the century.

The text emphasizes in particular that “The impacts of climate change will be much less with a warming of 1.5 ° C, compared to 2 ° C”. He therefore calls for “Rapid, strong and sustained reductions in global greenhouse gas emissions, including reductions in CO emissions2 45% in 2030 compared to the 2010 level and carbon neutrality around the middle of the century ”. It also encourages countries to “Accelerate the exit from coal and funding for fossil fuels”, responsible for most of the broadcasts. Such an explicit mention of fossil fuels is unprecedented, and in particular does not appear in the Paris Agreement.

British Prime Minister Boris Johnson also called on the conference on Wednesday to give a “Strong impulse” to try to reach an agreement to limit global warming. “If we want to achieve this, we need a strong impetus to make us cross the line” of arrival, said the head of government, back in Glasgow (Scotland). “We have just a few days left, and there is still a long way to go. ” And to add: “It is very frustrating to see countries that have spent six years ostensibly congratulating each other on having signed [l’accord de] Paris is slowly getting closer to failure ”.

In contrast, China, the United States, Japan, France and Germany, among the most important constructing countries, have not signed. “In 2035 we agree on the principle of ending the sale of non-electrified vehicles”, commented the French Minister of Ecological Transition, Barbara Pompili, stressing that a debate was underway within the EU on whether or not to include hybrids in this category.

Among the manufacturers, Toyota, Volkswagen and Renault-Nissan-Mitsubishi are not signatories of the declaration. Ford, Mercedes-Benz, General Motors and Volvo, which already had thermal engine exit targets, have joined the initiative. Under these conditions, the announcement was greeted with skepticism by climate NGOs, while transport is one of the main sectors of greenhouse gas emissions.

Carbon market

It is a financial mechanism aimed at reducing industrial greenhouse gas emissions by giving them a price. An annual cap on CO emissions2 is imposed on companies, in the form of quotas.
