Ciciliano (Cts): “ Checks on obvious abusive use of the green pass or restaurateur risks sanction ”

” It is necessary that restaurateurs carry out the checks and carry them out in a serious manner ” also because ” if in front of an obvious abuse or an obvious counterfeiting of the green pass, a verification of the documents is not required, one becomes responsible for the failure control and you can be sanctioned: you violate the anti-covid legislation ”. Fabio Ciciliano, a member of the Scientific Technical Committee of which he was also secretary in the first phase of the pandemic, medical director of the State Police and expert in emergency management, explains this in an interview with Adnkronos. ” Discretion does not mean that the green pass, which everyone is obliged to check, is completely divorced from document control, not so much for administrative reasons but above all to ensure a high level of health safety for the community – he clarifies – to ensure that inside that structure there are actually people protected from immunization ”. ” The absolute greatest security of a commercial establishment, such as a restaurant, is when everyone enters with the green pass – emphasizes Ciciliano – So if the operator wants the maximum guarantee of health protection of his indoor environment it is necessary that he works to do the checks seriously. For customers there is the obligation to show the document at the request of the operator and this is expressly provided for in the circular of the Interior Ministry. On the part of the restaurateur, however, asking for documents is discretionary but in reality it is only partially: it is clear that when there is suspicion of abuse or counterfeiting, control becomes mandatory. ” September, when eating indoors “ It is clear, for example, that if a man shows a woman’s green pass and the manager allows him to enter, he becomes jointly responsible for the violation, ” he adds. As for the police checks, the PS manager points out that ” using counterfeit green passes or those belonging to other people risks a criminal complaint for forgery ”. Ciciliano believes that the green certification “represents an advantage for exhibitors also from a commercial point of view”. ” It is clear – he says – that citizens, who for the most part are vaccinated today (over 64% of the population over 12) will know they have greater protection in the restaurant where the green passes are checked and will prefer it to the place where instead there may be people who are not immunized or who have not undergone a swab ”. ” A correct use of green certification in restaurants will become central in September-October when for climatic reasons people will eat more indoors – underlines the CTS expert – but at that moment there will already be a greater habit of using it ”. ‘green pass is not discriminatory, it is an instrument of freedom’ The medical director of the Police also addresses a recommendation to citizens. ” The fundamental thing – he says – is that the C19 App made available by the government is used for the control, which does not keep the sensitive data of those who exhibit the green certification. The recommendation is not to forward the QR code or the green pass to others, such as the managers of gyms or swimming pools, nor to share it on whatsapp or via email. In other words, it is important to never make the green certification available to third parties, which cannot be requested in advance but must be shown when accessing the facility for which it is requested ”. On the hypothesis of extending the use of the green pass to other sectors, the CTS expert underlines: “Personally, I am in favor of a more extensive use: for example in offices where there is contact with the public. The green pass is a tool of freedom – he concludes – not a discriminatory instrument: even those who are not vaccinated can obtain it by swabbing. The alternatives to the green pass would be possible new closures, which would be the real restrictions on freedom ”. (by Giorgia Sodaro)
