Mandatory green pass, what the constitutionalist says

“We have to see how it is conceived. It does not seem to me an indiscriminate obligation to vaccinate. I am in favor if it is a requirement for fundamental activities, such as services in contact with the public, and if it is a burden for optional and playful actions. The criterion is whether the measure is proportionate, adequate and reasonable with respect to the purpose: it is a principle of reasonableness “. Constitutionalist Cesare Mirabelli told Adnkronos about the hypothesis of introducing the mandatory Green Pass for some activities, such as indoor restaurants. “In some contexts – Mirabelli reiterates -, such as at school or in hospitals, it is absolutely necessary, while for transport or restaurants it is up to a technical evaluation. For these activities that take place indoors and in close contact with the public, tampons, for those who cannot get vaccinated should be free as in Germany. For non-essential activities such as going to the theater or the stadium it is instead the responsibility of citizens to guarantee their own safety and that of others “.
