Cannabis referendum rejected, Amato: “Here’s why”

“We have declared the referendum on drugs, not cannabis, inadmissible.” The president of the Constitutional Court, Giuliano Amato, announced the rejection of the referendum question which proposed to intervene both in terms of criminal relevance and administrative sanctions. “The question is divided into three sub-questions and the first provides for the disappearance, among the criminally punished activities, of the cultivation of the narcotic substances referred to in tables 1 and 3, which do not even include cannabis but include poppy, coca, the so-called hard drugs. That alone would be enough to make us violate international obligations, “said Amato. “If the question is divided into three sub-questions, I cannot touch this train: if the first wagon derails, it takes the other two with it,” explained the president of the Constitutional Court.
