Calabria white zone and Green pass, the ordinances of the Region

Calabria white zone and Green pass, new measures and rules arrive. The president of the Calabria Region, Nino Spirlì, in order to contain the spread of Covid-19, has in fact signed two ordinances (number 43 and 42) with which, respectively, the measures envisaged for the white band are applied in Calabria (minister order Health of June 18, 2021) and we take note of the provisions (provided for in the Dpcm of June 17) that define the procedures for issuing digital green certifications. From 21 June, “the hourly limitation of travel stops and the reopening dates will be brought forward” – compared to those set by decrees law 52 and 65 – for these activities: theme and amusement parks; swimming pools and swimming centers in covered facilities; wellness and spa centers; private parties also resulting from civil and / or religious ceremonies outdoors and indoors; trade fairs, major trade fairs, congresses and conventions; sporting events open to the public, other than those referred to in article 5 of law decree 52, which take place indoors; gaming and betting rooms, bingo halls and casinos; cultural centers, social centers and recreation centers; training courses. In relation to dance halls and discos, the provisions of article 5 of law decree 52 apply, “it being understood that restaurant and bar activities are equivalent to those already authorized by current legislation”. The feasts following the civil and religious ceremonies “are held in compliance with the protocols and guidelines adopted pursuant to article 1, paragraph 14, of decree law 33 of 2020, with the requirement that participants have one of the green certificates COVID-19”. With the signing of the Prime Minister’s Decree of 17 June, the conditions for the operation of the EU Regulation on the “Green Pass” were fulfilled which, starting from 1 July next, will guarantee the full interoperability of the digital certifications of all the countries of the Union. In this way, freedom of movement on the territory of the Union will be ensured to all those in possession of a valid national certificate. In the order signed by President Spirlì, therefore, “the need for the daily updating of the registries of subjects subjected to anti Sars-Cov-2 vaccination, by the Structures that carry out the service “. There is also “immediate insertion into the Health Card system (Green Certifications – Services for sending tampons and healing certificates) or, alternatively, after acquiring credentials if not already provided, in the regional Covid-19 reporting platform ‘monitoring ‘, the outcome of the molecular or antigenic tests carried out, by the authorized and / or accredited public and private laboratory structures, authorized to perform these services, also in relation to the ordinance no. 15/2021 “. Also established “the obligation to promptly feed the health card system with data relating to the certifications of successful recovery, by: a) the health facilities belonging to the regional health services; b) general practitioners and free choice pediatricians; c) Usmaf doctors (Maritime, air and border health offices) and Sasn doctors (Seafaring health care services) “. The provision emphasizes that the “Prevention departments of the provincial health authorities must keep the web platform for the integrated surveillance of Coronavirus Covid-19 cases in Italy of the Istituto Superiore di Sanità fully updated, enhancing all fields of health records, including the state clinical”. The delegate of the implementing body is given a mandate “to define the additional operating procedures aimed at the functional organization of data management, which is the subject of this provision”. Finally, it is specified that “the possession and presentation of vaccination certifications, and more generally of green certifications, must not replace compliance with the measures to prevent and combat the spread of the infection such as interpersonal distancing, the use of masks, the sanitation of hands and surfaces, as long as the relevant national indications are not modified “.
