Justice: Csel, digital transition more advanced than in other areas of the public world

Number of face-to-face hearings reduced to a flicker or no longer foreseen in full, filing of documents also admitted (and, in some cases, only) electronically, notifications by Pec, minutes of telematic hearings drawn up as information documents that the president, o single judge, and the secretary of the hearing sign with a qualified electronic signature or with a digital signature. Although with the due exceptions, the transition to digital, in the world of civil and administrative justice, seems to be at a much more advanced stage than in other areas of the public world. This is what emerges from a dossier prepared by the CSEL, Center for Local Authority Studies, for Adnkronos. In some cases, the push towards the network was given solely by Covid and it will then be necessary to understand if the innovations introduced at this juncture will be made permanent or if they will remain limited to the emergency period. In others, as in the case of the electronic tax process, the process had already been completed for years, well before anyone could imagine the onset of a pandemic. Globally, all types of judicial proceedings that may affect a local authority in a more or less direct way have now been the subject of measures aimed at making the process digital. However, we do not go hand in hand in every area. If the tax process has now been compulsorily and exclusively telematic for 2 and a half years, in the Supreme Court, for example, the first opening towards overcoming the paper filing of deeds and measures came only on the long wave of the pandemic. With about 10 years of delay compared to the Italian Courts and Courts of Appeal, finally this year also the Supreme Court has cleared the electronic filing starting from March 31st. However, it must be said that, to date, Csel observes, there is still a double track: digital is therefore a perfectly valid option that can replace paper which, however, for those who want it, continues to be admitted for judgments of legitimacy.
