Pensions reform, quota 102 and 104: how it works, who it affects

The pension reform in the 2022 maneuver, with the possible launch of ‘Quota 102 and 104’, between 2022 and 2023 would concern only 10 thousand workers. This was revealed by an analysis by the Welfare Observatory of the Di Vittorio Foundation and the National CGIL. An estimate that was obtained by projecting the data relating to those who have so far benefited from ‘Quota 100’ over the next two years and assuming the new registry restrictions provided for by the new standard: 64 and 66 years. “It is necessary for the Government to convene us in the coming days and declare its willingness to significantly increase the resources provided for in the next budget law for social security, currently equal to the ‘symbolic’ figure of 602 million, and to put forward proposals that take into account the contents of the our unitary platform “affirms the confederal secretary of the CGIL, Roberto Ghiselli.” From our studies – says Ezio Cigna, head of public welfare of the national CGIL – 8,524 people would be involved in 2022 and 1,924 in 2023, given that many of the subjects who could improve ‘Quota 102’ in 2022 and ‘Quota 104’ in 2023 have already accrued the requirement of ‘Quota 100’ as of 31 December 2021 “. In particular, explains the union leader” in 2022 only people could access ‘Quota 102’ with at least 64 years of age, i.e. those born from 1956 to 1958 and with 38 years of contributions, not an extra contribution otherwise they would have accrued ‘Quota 100’, not a contribution otherwise they would not reach the contribution requirement, since ‘Quota 102’ is a measure lasting only one year “.” In 2023 – continues Cigna – ‘Quota 104’ could only be used by people who are 66 years of age, that is, born in only 1957 and with 38 years of contributions, and who had not accrued this requirement in 2021 so as to be able to take advantage of ‘Quota 100’ “. The proposed ‘Quota 102 and 104’, if confirmed by the Government, would constitute a useless measure, which would give no answer. The main point is not how to make the exit from ‘Quota 100’ more gradual, but how to reform the system as a whole “, adds Ghiselli.” For some time we have jointly presented to the Government our Platform which provides: flexibility in exit for all after 62 years of age or 41 years of contributions; interventions that take into account the specific condition of women, of unemployed, discontinuous and precocious workers, of heavy or strenuous workers; the introduction of a contributory guarantee pension for the youngest ”.
