There are still 153 municipalities that have not merged into the national registry of the resident population (Anpr), established 16 years ago by Legislative Decree no. 82 of 2005, better known as Cad (Digital Administration Code) and which should have been published by 31 December 2014. This is what emerges from the calculations of Csel, the Center for Local Authority Studies, developed for Adnkronos. But what exactly is the national registry of the resident population? It is a single national database, designed to bring together in a single large “container” all the information previously dispersed in the archives of almost 8 thousand Italian municipalities, as well as in the National Registry Index (Ina) and in the Registry of Italian population residing abroad (Aire). The NPC, Csel notes, represents an unprecedented opportunity to release citizens from the burden of contacting a specific office to obtain a specific document or certificate and ensures that these can be requested from any institution or online. With the overcoming of the fragmentation of demographic systems and databases in use at local level, a single centralized system has been set up that allows the exchange of information between the Municipalities, with a view to simplifying administrative processes, greater efficiency in services rendered by the Public Administration to citizens. Having a complete and updated national registry of the resident population would also make it possible to align local databases with those containing data of national interest, guaranteeing the continuous census and the availability of centralized registry services for public services. That of the large amounts of data closed to watertight compartments in the various sectors of the PA (local administrations, Revenue Agency, State Property Agency, etc.), is in fact one of the long-standing issues that have, for example, always limited the effectiveness of contrast measures. to escapes. Huge advantages are therefore expected, both for users and for municipal operators who, thanks to the great push towards digitization connected with this passage, will have the possibility of adopting much more streamlined procedures. What is the state of implementation of this small digital revolution? The “counter” prepared by the Interior Ministry indicates that, as of 18 September 2021, this small revolution is already a reality for the 65 million and 884,264 Italians who live in the 7,705 municipalities that have merged into the database. These citizens now have the right to access the Anpr, via Electronic Identity Card, National Service Card or Spid and consult, download and print their personal data (for example their personal details, the composition of your family, details of one’s birth certificate) and request self-certifications in lieu of personal certificates. These possibilities are instead precluded to the citizens of those 153 entities that, almost 7 years after what should have been the deadline (later extended several times) to bring the data of their registry office into the database, have not still proceeded to set up the necessary procedures to do so. It cannot be said that the Interior Ministry has not fought in recent years to urge the institutions to hurry. Dozens of circulars were produced urging administrations to take urgent action and contact the relevant offices if they needed assistance. Then in 2017 (when the deadline had already slipped 4 years forward, compared to the initial date, and had therefore been set at 31 December 2018) ad hoc contributions were also announced, financed with resources relating to the National Operational Program “Governance and Institutional Capacity “2014-2020. These were aimed precisely at facilitating entry for those entities that were encountering difficulties in managing takeover operations. Contributions ranged from one thousand to 7 thousand euros per municipality, depending on the demographic bracket to which they belong. But which are the 153 administrations that, to date, continue to remain outside the new centralized maxi-registry? They are all small municipalities located in 14 different regions. The one that has by far the highest number of defaulting entities is Calabria, with 35 municipalities still outside the ANPR. Followed by Campania, with 26, Lazio and Trentino Alto Adige (both with 19), Basilicata (17) and Sicily (16). Below 10, we find instead Lombardy, with 5 defaulting municipalities, Liguria and Veneto (4), Abruzzo (3), Tuscany (2). The Marche, Puglia and Umbria with a municipality each close the circle. On the other hand, six virtuous regions whose municipalities have already fully completed the transition to the ANPR. These are Emila Romagna, Friuli Venezia Giulia, Molise, Piedmont, Sardinia and Valle d’Aosta.
