Government, for pensions we start from a flexible 102 quota: what does it mean

The pension dossier is one of the first to be opened for the new Meloni government. Because in the absence of an intervention, from 1 January 2023, it would return to the Fornero Law. A perspective that neither Prime Minister Giorgia Meloni nor the forces of the majority can afford to explore, not only because it is unpopular but also because it is necessary to find a correct balance between retirement age and the production of new jobs. The starting point can only be the latest regulations in force, those that expire on 31 December: Quota 102, Woman Option and Social Ape. Quota 102 was the solution identified by the Draghi government, with an annual experimentation, to overcome the three-year quota of quota 100, the flag measure of the League at the time of the yellow-green government. It sets the requirements for early retirement at 64 years of age and 38 contributions. The woman option allows you to retire with 58 years (59 for self-employed women) and 35 years of contributions, reached in 2021. The social Ape is an allowance that allows, while waiting for the retirement requirement to mature, to leave the work at 63 and, depending on the case, 30 or 36 years of payments. The solution that seems more viable, to date, is a correction of 102 that makes it ‘flexible’. The new minister of labor, Marina Calderone, has obviously not yet expressed herself. But a concrete hypothesis, the same that the Foundation studies of Labor Consultants, which until yesterday led its own Calderone, provides for retirement between 61 and 66 years, with at least 35 years of contributions, provided that the sum is 102 in any case. this is called a ‘flexible’ 102 quota. Until now, people retired only with 64 years plus 38 of contributions, in the new version it would also be possible with all the combinations between 61 and 66 years of age and between 35 and 41 years of contributions. It would be a solution capable of guaranteeing a solution, of avoiding the return to the Fornero law and of not compromising the balance of public accounts. The other hypothesis being discussed, supported by the Lega, of providing for the exit with 41 years of contributions, regardless of age, or with 62 years, regardless of years of contributions, is certainly more onerous. The discussion has yet to enter into the merits but time is running out.
