Csel, more than half resources funds urban regeneration in Campania municipalities

There are 5,268 projects that have been nominated by Italian municipalities to try to intercept the resources allocated by the 2022 Stability Law intended for so-called urban regeneration. A flood of requests, most of which, however, returned to the sender given that the available resources (about 297 million euros) were sufficient to finance only 202 projects, presented by 63 municipalities. These are some of the numbers that emerged from an elaboration by the Local Authorities Study Center for Adnkronos based on data from the Interior Ministry. As many as 96% of those requests were not accepted, arousing not a few perplexities on the part of the excluded local administrations. The reason for the discontent about the criteria used to assign funds intended to reduce the phenomena of marginalization and social degradation, to improve the quality of urban decor and the social and environmental fabric, is rooted in the fact that the exclusions have affected entire regions. Faced with requests from the entire peninsula, the only regions in which there are municipalities that will benefit from the 2022 fund are: Calabria, Campania, Marche, Puglia and Sicily. In particular, Campania alone catalysed over half of the loans (over 162 million, equal to 55% of the total). The Sicilian municipalities will benefit from contributions for a total of over 60 million (20%), the Calabrian ones will get just under 50 million (17%), while those of Puglia and Marche will have resources equal, respectively, to 20 million (7%) and 5 million (2%) The publication of the rankings was echoed by some very dissenting stances that questioned the validity of the allotment criteria adopted. In particular, the president of Anci Sardegna, Emiliano Deiana, said he was surprised and displaced “in finding the absence of the regional territory from the list of positively hesitated requests in the ranking and present in the annex to the Decree of 19 October 2022; a Region that has an extreme need, in the marginal areas, for urban and human regeneration interventions. The criteria adopted are punitive towards Sardinia and should be overturned by a serious policy that treats all territories with fairness and foresight “. Equally strong was the opposition expressed by the president of Anci Lombardia, Mauro Guerra, who asked for more balanced and shared rules, arguing that the social and material vulnerability index (Ivsm), on which the division in question was based, would not capture “the extent of the real conditions of vulnerability in the different local contexts “and would produce” distorting effects that end up generating unjustified imbalances between the territories “. But what is the IVSM? The social and material vulnerability index (Ivsm) is an index through which Istat is able to photograph the degree of socio-economic “fragility” of a territory. This occurs through the calculation of seven bull indicators referring to the dimensions of social and material vulnerability considered most relevant for the formation of a national ranking of municipalities: percentage incidence of single-parent families; families with 6 or more members; of the population aged between 25 and 64 who are illiterate and literate without a qualification; of families with potential welfare difficulties; of the population in severe crowding conditions; under 30s out of the job market and school; of families with potential economic hardship. All factors that see, in the vast majority of cases, municipalities in the south hold the sad records. Suffice it to say that, taking as a reference the Ivsm parameter of the municipalities that have sent their requests to the Interior Ministry to access the funds in question, there is not a single municipality, among the top 100 with the highest Ivsm, which is not from Campania, Calabria. , Sicilian or Apulian. From here, clearly, the fact that the resources for urban regeneration were the exclusive prerogative of 5 regions of the South arose.
