Piedmont (1.23), Liguria (1.18) and Lombardy (1.14) are also placed above the annual day, while Basilicata’s black jersey, whose public employees spend an average of 0.23 days a year to attend training courses. The averages of Molise (0.24), Sicily (0.27), Calabria (0.44), Campania (0.68), Marche (0.57) and Puglia (0.67) are slightly higher. In 17 Regions and Autonomous Provinces, the annual average of training decreased between 2009 and 2019. In the comparison between these 2 years, only Abruzzo (+0.08), Trento (+0.9), Sardinia (+0.38) and Umbria (+0.69) mark a positive figure. On average, according to the Inapp report, the hourly cost of a training course is 11.1 euros. Central PAs, however, spend € 7.4 per hour more than local ones. The cost of training affects the budgets of central administrations for 0.7% against 0.3% for local authorities.
