Unfinished public works, one in 3 in Sicily alone

Retirement homes to be restored, school centers and municipal theaters to be built from scratch, historic buildings to be restored and roads and ports to be secured. The list of 379 public works that appeared to be unfinished as of December 31, 2021 is long and varied. What unites many of them, however, is their geographical location. According to what emerged from a processing by the Local Authority Study Center based on data transmitted by the Regions to the Ministry of Sustainable Infrastructures and Mobility (Mims, in 73% of cases, the incomplete works pertaining to regions and municipalities are located in the south and in the islands. This is what emerges from a dossier of the Center for Studies of Local Authorities (CSEL) made for Adnkronos. To complete these 264 projects, over 700 million euros are needed, an amount that is almost 9 times what is needed to complete the 41 unfinished works (11% of the total works owned by local authorities) located in Northern Italy, for which just under 80 million euros are missing. The four regions of the Center, with 59 works (16%) halfway in number but are those that need less funding for completion: 46.087.625, of which just under half attributable to Lazio. Wide differences within each of these geographical areas. To the north we pass from Trentino, the only Italian region not to have even a work registered as unfinished as of 31 December 2021 in the appropriate registry, to Lombardy which instead has 19 works pending whose costs for the completion of the works amount to over 59 million, more than 70% of the total for the northern regions. In the South, the lion’s share is in Sicily which has 138 unfinished works, equal to 52% of those in the south and 38% of those of all Italian territorial bodies. To complete them all, it would take over 284 million, but what are the works that populate the register of unfinished works 2021? In Abruzzo, the list includes five items, including the construction of a school complex in the municipality of Casoli, the consolidation and hydrogeological rehabilitation works in Scafa and the renovation of a retirement home owned by the Municipality of Pescara. In Basilicata the most expensive work left at stake, among the eleven total, is the restructuring and functional and plant engineering adaptation of the hospital unit of Villa d’Agri, 54% of which have been carried out. The works for the restructuring of the Giada Park in Lagonegro, the arrangement of the crossing over the Roccolo stream and the completion of the irrigation area of ​​the lower Malfese area, however, stopped even before leaving. of a theater in the municipality of Siderno, stopped for lack of funds at 38% of the advancement; the construction of Viale dello Sport in Castrovillari, the construction of the sewage collection system and a new treatment plant in Torre di Ruggiero and the adaptation works of the panoramic road to Rosarno. An intervention that, according to the latest economic situation, is worth 30 million euros and is stopped due to problems related to the contractor. The five incomplete works from Campania are almost all of modest entity. The most important, the construction of the municipal theater in Castel San Giorgio, stalled due to lack of funds. The amount of the costs to complete the works is 1.9 million and the intervention – according to the latest economic situation – is worth 2,325,000 euros. The other stalled works concern sewer networks, covering the changing room of a swimming pool in Altavilla Irpina and the redevelopment of the inhabited center of Laviano. economics and medicines and the construction of health homes in the area of ​​responsibility of the Piacenza Local Health Authority and the expansion of some classrooms of the Anna Frank middle school in the municipality of Castelvetro di Modena. Friuli Venezia Giulia has only two unfinished works: the renovation of the Marconi elementary schools in the municipality of Arba and the former cinema of Mortegliano. As for Lazio, there are 26 unfinished works including: the functional recovery of the baronial palace Patrizi Orsini-Naro -VII Extract in the municipality of Mompeo, the rehabilitation of the facades of the buildings in the historic center of Ventotene and the construction of a swimming pool in Castro del Volsci and a purifier in Palombara Sabina. The construction of an underground car park in Noli and the construction of 24 public housing units in S. Stefano al mare are instead the subject of the two unfinished Ligurian works. In the first case 57% of the works were completed, in the second they are stopped at 12%. The Lombardy list includes 19 different interventions and includes road works in the Como area, protective structures for hauling boats in Campione, a new sports hall in Cantù and a gym for the Kennedy school in Varedo. At the stake in Suzzaro the construction of a building designed for activities aimed at young and old and in Besana in Brianza, the renovation of the former maternal which should have given way to a civic hall. In the registry of unfinished works of the Marche there are 12 entries. The works that ran aground should have led to the construction, among others, of a new boarding house in Ancona, a bowling green in Montelupone and the rehabilitation of part of the historic center of Urbino. The eleven suspended works in Molise make it, as anticipated, the region where the volume of burdens required to complete the works is higher in proportion to the population. Among the most expensive works we point out the works on the provincial road 59 Fresilia (completion from Civitanova del Sannio to Sprondasino), stopped before starting due to lack of funds: estimated cost 40 million euros and those scheduled at the former Asl hospital n. 1 Alto Molise di Agnone (50 million, of which 42 are missing). As for Piedmont, there are only three works involved: the construction of a flexible social welfare residence and integrated day center in the municipality of Roasio, the works on the former public health laboratory of the Asl di Biella and road works under the responsibility of the metropolitan city of Turin. Among the 27 entries included in the registry of unfinished Apulian works are the construction of housing to accommodate immigrants in San Nicandro Garganico, the construction of a nursery school in Tricase, a project to expand and complete the stadium municipal of Ceglie Massapica, the hydraulic works of the Scarafone stream and the construction of a new cardiological intensive care unit in Ostuni. Sardinia is the only region that, as of 9 July 2022, had not yet published the updated list in the specific section of its institutional website. Therefore, only the aggregate numbers are known which speak of 47 works that need funding for just under 124 million euros to be completed. Sicily, the region that has the highest number of unfinished works in absolute, had 2021 a total of 138 suspended interventions, in some cases even fully funded. The long list includes purification plants, sewers, renovation of the municipal building of Marianopoli, construction and completion of roads, schools, sports fields and social centers. There are also projects for the expansion of cemeteries and the redevelopment of the historic center of Campofelice di Fitalia, in the Palermo area. About a tenth of the volume of pending interventions in Tuscany, standing at an altitude of 13, compared to Sicily. a multipurpose gymnasium on the island of Giglio.Among the eight public works stalled in Umbria, there are the seismic repair and improvement works of some properties owned by the region in Assisi, the construction of the new preschool in Montecastrilli and the construction of a pedestrian walkway over the Tessino stream. The expansion works of the “Maison Caravex” museum area in the Municipality of Gignod are the only work included in the registry of unfinished works of the Aosta Valley. at the secondary school of Perarolo, in the municipality of Vigonza, the reconstruction of the public lighting system in Lamon and the demolition of an industrial factory and construction of residential-commercial buildings in Breda di Piave. it is on the shoulders of the Molisans that the largest amount is borne. The costs for the completion of the 11 unfinished works of this region, in fact, translate into 416 euros per capita, an enormous figure when compared to the rest of the country. Followed by Sardinia with 78, Sicily with 59, Calabria with 55, Basilicata with 51, Valle d’Aosta with 25, Marche with 13, Puglia with 8, Lombardy with 6, Lazio, Liguria and Abruzzo with 4 euro each and Umbria with 3. Campania, Friuli-Venezia Giulia, Tuscany and Veneto with 1 euro per inhabitant close the circle, Piedmont with 0.5, Emilia Romagna with 0.3 and Trentino Alto Adige which, having no suspended works, has no outstanding sums necessary to complete them. The works included in the list in question, notes the CSEL, are not simply ‘in progress’. These are works whose contractually stipulated deadline for completion has already passed and which ended up in the post due to problems that are not easy or immediate to resolve, such as: lack of funds, technical causes, new technical standards or legal provisions, bankruptcy, compulsory liquidation and arrangement with creditors of the contracting company, termination or withdrawal from the contract and lack of interest in completion by the contracting authority, the contracting entity or other contracting entity. The number of unfinished works has dropped significantly in recent years. As of December 31, 2021, there were 379 public works that appeared to be unfinished. Just 5 years ago the same list, managed by Mims, counted 752 works. Since 2017 these have therefore halved globally. By way of example, in Abruzzo it went from 43 to 5 works (-88%), in Piedmont from 18 to 3 (-83%), in Puglia from 87 to 27 (-69%). The only region in contrast is Calabria which had 17 unfinished works 5 years ago and now has 20, thus marking a positive variation of 19%.
