Venice: competition for ideas on mooring points outside the protected waters of the Lagoon, Adsp Mas publishes tender

The Port System Authority of the Northern Adriatic Sea, as required by Legislative Decree 1 April 2021, n 45 converted into law 75 of 17 April 2021, published, this morning, the call for the ‘competition of ideas’ for the collection of proposals ideas and technical and economic feasibility projects related to the construction and management of mooring points for cruises and containers outside the protected waters of the Lagoon with the aim of reconciling the conduct of cruise activities in the territory of Venice and its Lagoon and safeguarding the uniqueness and excellence of the cultural, landscape and environmental heritage of its territory. The announcement provides that proposals and projects must comply with the following requirements: guarantee the operation and safety of navigation even in adverse weather and sea conditions and guarantee sustainability from an environmental, energy and landscape point of view; provide for the connection to land interchange nodes and Ten-T networks; guarantee the reception of transoceanic container services (Gateway port and transshipment) and for cruises (Home Port). The announcement also specifies that the port work must be designed and built outside the protected waters of the Lagoon, meaning by this the areas outside the lagoon contermination in front of the Veneto regional coastal arc and not beyond the national territorial waters. is divided into two phases: the first, which will end by 31 December 2021, involves the presentation of the design proposals. At the end of this period the AdSP Mas will appoint a commission composed of five experts with proven experience in transport engineering, port works, and in general in infrastructure, transport and the transport economy, which will select the first three design proposals for the second phase in which the technical and economic feasibility plans will have to be elaborated. The second phase will end on December 31, 2022, after which, by June 30, 2023, the commission will nominate the winning project from among the three project proposals.The Ministry of Sustainable Infrastructures and Mobility will recognize a reimbursement of expenses, for a total amount of 2 million and 200 thousand euros to be shared between the three parties who will complete the design of technical and economic feasibility. All design companies, even in the form of a temporary business combination (Ati), that have recorded a turnover of at least 10 million euros in the last 3 years and that demonstrate that they have designed valuable works are admitted to take part in the international tender. minimum of 500 million euros in the last 10 years of operation.
