Recovery, recruitment: what it provides

The recruitment decree lays down “the regulatory premises for the implementation of the two transversal reforms envisaged by the NRP: public administration and justice”. The decree establishes that the reform of public competitions contained in the decree-law of 1 April 2021, n. 44, which provides for the evaluation of qualifications for highly specialized figures and the provision of only the digital written test. The duration of the contracts will be 36 months, renewable until 31 December 2026 in relation to the achievement of the objectives of the Plan by the administrations assigned to the projects. For high specializations – such as PhDs and people with documented experience of at least 2 years in international organizations and in the European Union – registration in a special list on the “Recruitment Portal” is required, following a selection procedure organized by the Department of the Civil Service and also based on the evaluation of qualifications and on a written exam. The administrations will then be able to proceed with the recruitment on the basis of the ranking, while maintaining the right to call their own bankruptcy procedures. For professionals and experts enrolled in the Registers, the inclusion on the “Recruitment Portal” in a special list bound to possession of certain professional qualifications. For the purposes of assigning the assignments of collaboration, the administrations must call at least three professionals in order of ranking and choose who to assign the assignment on the basis of an interview. The criteria followed must be published on the website of the competent administrations. The text, in order to allow the selection of qualified managers, authorizes, exclusively for the period of implementation of the NRP and only for the administrations in charge of interventions, the doubling of the percentages provided by the law for the assignment of managerial positions to subjects external to the public administration and to managers from other administrations. It will then be possible to exceed the expenditure ceilings relating to ancillary remuneration, according to criteria and procedures to be defined in the national collective labor agreements. fixed-term to work at the Pnrr. The European Commission, in fact, asks that the skills acquired by public administrations not be dispersed after 2026, but that they contribute to strengthening administrative capacity. Furthermore, vertical mobility paths are envisaged for public administration personnel, aimed at enhancing the technical knowledge and skills of a transversal nature (managerial and managerial) developed by employees in the course of their work. For young people, qualified access channels are strengthened, through the implementation of the rules that provide for the possibility of stipulating apprenticeship contracts in the public administration. Support tools for administrations in the implementation of the NRP are introduced, including the strengthening of Formez functions PA, which will have to provide technical assistance to the administrations, and the strengthening of the National School of Administration (Sna). For the realization of the institutional coordination, management, implementation, monitoring and control system of the Pnrr, within thirty days from the entry into force of the decree, the Department of the Civil Service will launch a public competition for the recruitment of a total contingent of 500 non-managerial staff on a fixed-term basis for a period of more than 36 months, but not exceeding the duration of completion of the NRP and in any case not beyond December 31, 2026 The recruited figures will be distributed by decree of the President and of the Council of Ministers, adopted on the proposal of the Minister of Economy and Finance, among the central administrations in charge of the interventions. The rankings of the competition will be effective for the duration of the implementation of the Plan and are subject to scrolling on the basis of justified needs up to a further 300 units. For the monitoring and reporting of the NRP, the Department of State General Accounting may make use of a contingent of experts with proven professional qualifications up to a maximum amount of € 50,000 gross per year per single assignment, within the overall spending limit of € 250,000 for the year 2021 and € 500,000 for each of the years 2022, 2023, 2024, 2025 and 2026. The remaining administrations will be able to make use of a similar quota, for a maximum amount of € 50,000 gross per year per single assignment, within the overall spending limit of € 4 million for the year 2021 and € 8 million for each of the years 2021, 2022, 2023, 2024, 2025 and 2026. ORGANIZATIONAL MEASURES FOR THE IMPLEMENTATION OF THE PNRR – DIGITAL TRANSITION To support the digital transition ale, innovation and cyber-security in public administration, the Department for digital transformation of the Prime Minister will be able to make use of a contingent of 268 new experts. These additional resources will strengthen the unit dedicated to the planning of the NRP and constitute the seven operational teams that will support all the administrations in the area. Furthermore, until 31 December 2026, the Agency for Digital Italy is authorized to hire a contingent of 67 staff on a fixed-term basis. ORGANIZATIONAL INNOVATION OF JUSTICE To ensure the rapid definition of judicial proceedings, the Ministry of Justice is authorized to initiate the procedures for the recruitment of a maximum contingent of 16,500 units of employees of the Office for the trial, in the period 2021-2024, in two brackets , with a fixed-term employment contract with a maximum duration of 2 years and 9 months for the first bracket and 2 years for the second. Similarly, in order to ensure the swift definition of the pending trials as of 31 December 2019, the Administrative Justice is authorized, by way of derogation from the regulations in force, to start the recruitment procedures, in two brackets, of a maximum contingent of 326 units of employees of the Office. for the process.
