BRATISLAVA, PREŠOV. On Wednesday, the government approved a draft amendment to the law, which extends the possibility of obtaining a brokerage bonus within the vaccination lottery until the end of 2021.

Approved draft amendment to the Act on Certain Extraordinary Measures in the Financial Area in Relation to the Spread of a Dangerous Human Disease covid-19 It is also intended to deal with various unforeseeable situations which may arise when the vaccination premium is drawn and as a result of which competitors do not receive the vaccination premium.

What should change

At the same time, the government approved a proposal for the parliament to deal with the amendment of the law in a shortened legislative procedure.

In order to further promote vaccination against covid-19 According to the draft law, the period during which a vaccinated person must be vaccinated will be extended if he or she wishes to obtain an identifier on the basis of which a mediation bonus can be paid to the vaccination agent. This deadline will be extended until the end of 2021.

The law also regulates the situation when a person is vaccinated with a third dose vaccines, or the second dose of vaccine in a single dose vaccine, respectively. After the new one, such a person will be allowed to register and participate in the vaccination premium competition separately for this additional vaccination.

Replacement vaccination premium

The institute of a replacement vaccination premium is also introduced in the event that a circumstance occurs, which is mainly of a technical nature, after the draw.

This may arise on the part of the broadcaster, the retransmission operator or the undertaking providing electronic communications services and has the nature of so-called force majeure, as a result of which the conditions for entitlement to the vaccination premium within the meaning of the Statute are not met.

“Force majeure” means an extraordinary, unforeseen, unavoidable and unintentional event which results in the non-entitlement to a prize under the status of the vaccination premium competition and which could not have been prevented by normal caution, prudence and care.

The case of Zuzana from Solivar

Thanks to this provision, Zuzana’s chance from Solivar in Prešov came to life, who did not win 400,000 euros in the first live broadcast of the vaccine lottery in mid-August, simply because she did not watch the live broadcast on television, but over the Internet.

Due to the delay on the Internet, which RTVS and the Ministry of Finance did not count on as the announcer of the lottery, she said the password a few seconds later than it should have.

Minister of Finance Igor Matovic (OĽaNO) came to Prešov the very next day, met Zuzana and informed that they would be looking for a solution with lawyers on how to legally pay her money, to which she has a moral right, even according to the public’s reactions.

In the end, it didn’t take a few days, as Matovič originally announced, but more than a month.

“According to the amendment, which has yet to be approved by the parliament, the amount of the replacement vaccination premium should be the original amount of the bonus prize for which the person in question competed. The replacement vaccination premium is paid by the announcer within 60 days from the day of its granting, “informed Denník N.

Matovič defends the changes in the rules of the lottery in the form of an amendment to the law, which, however, has yet to be approved by the National Council.

According to him, it was primarily an extension of the brokerage bonus and they only dealt with the payment of the unjustified winnings only secondarily.

“The action of the state authorities must inspire confidence in the people. The Ministry of Finance has therefore decided to propose such an amendment to the Vaccination Premium Act so that we can deal fairly with situations where competitors act in good faith, knowing that they meet all the conditions of the competition, but are denied the prize due to technical shortcomings. We believe that such situations will be kept to a minimum until the end of the competition, “pluska.sk quoted the Deputy Prime Minister and Minister of Finance as saying.

However, according to several coalition deputies of the National Council for TV Markíza, support for Matovič’s proposal for a replacement vaccination premium is not yet certain.
