For 92% managers and entrepreneurs Pnrr a unique opportunity, 68% trust the government

For 92% of managers and professionals, the PNRR is a unique opportunity to modernize and relaunch Italy. 68% of managers are confident in how the government will manage the implementation of the plan. This is what emerges from two surveys carried out by Ey in collaboration with Swg, the data of which were released today on the occasion of the ‘Italian Reform’ event, underway at the Luiss Business School at Villa Blanc in Rome. In first place in terms of importance attributed by managers to the various reforms envisaged by the NRP “is the construction of large technological infrastructures, followed by the tax reform and the construction of large physical infrastructures. The civil justice reform and the public administration reform they attest in the fourth and fifth position “. Among the citizens, however, there is a lower level of information and engagement, and consequently, greater difficulty in envisioning what the final results may be. In fact, only 11% of the sample interviewed consider themselves well informed, while 44% still consider themselves to be little or not at all informed. Italians appear to be particularly cautious about the final effects generated by the NRP, with the majority of respondents not foreseeing significant changes in any of the areas indicated. 42% believe that not even half of the resources available will be able to be used and that political instability and administrative inefficiency will be among the main obstacles to be faced in order to achieve the set objectives. and rapid decisions on public interventions (55%) From the analysis conducted by Ey and Swg on managers and entrepreneurs it emerges that the objectives perceived as the most relevant are to complete the digital management process of data and information held by the Public Administration ( 57%), speed up the decision-making process related to the management of public interventions (55%) and make private investments and business activities easier (51%). The reforms envisaged by the simplification decree and other public administration reforms are expected to produce an acceleration of permits linked to entrepreneurial activities (89%), a reduction in the general costs of companies working with the public administration (81%) and growth of Italy’s attractiveness towards foreign investors (81%). Finally, 46% of those interviewed in the same sample believe that with the reforms envisaged by the NRP, bureaucracy will be less limiting for businesses.Among the most relevant measures identified by Ey and Luiss Business School for the implementation of the public administration reform, the collaboration between public and private sectors is undoubtedly fundamental, as the realization of projects financed exclusively by the state may not be sufficient to support the growth and development of the country. Furthermore, the improvement of selection and recruitment paths in order to acquire the best skills and attract new energies from the private world, and the up-skilling and re-skilling of human resources, are essential, so that the staff is in possession of the skills requests to meet the new needs of the market. Designing career paths in line with best practices would represent an additional incentive to attract high quality human capital. Priority for labor tax reduction (45%) and tax simplification (41%) According to the latest international estimates, taxation on businesses and labor in Italy has long been much higher than the average in the euro area, thus representing an obstacle to economic growth. employment and attracting foreign investors. The importance of the tax reform is also confirmed by the Ey and Swg survey in which it is considered second only to the construction of large infrastructures in the summary indicator of the importance attributed to the various reforms. The overall assessment of the tax system, on a scale from 1 (not at all) to 10 (completely), does not reach sufficient (average rating 4) in relation to issues such as transparency, European harmonization, justice / equity, effectiveness / efficiency. Among the priorities the reduction of taxation on labor (45%), the simplification of the tax system by reducing the number of taxes (41%) and finally the simplification of the system with fewer rates and a clearer system of deductions (41%). the simplification of the system and the improvement of the tax administration, with the aim of increasing prevention, efficiency and equity, the hypothesis formulated by Ey and Luiss Business School provides for the systematization of taxes and duties that affect the business activity; the reduction of annual tax obligations; the enhancement of compliance and of the support staff and finally the complete digitalization of the tax calculation and collection system. One way to structure the necessary coverage could be the strengthening of compliance relating to the so-called ‘large taxpayers’, so as to allow virtuous companies a faster dialogue in advance by strengthening the application of existing institutions such as “cooperative compliance”, advance pricing agreement ‘, rulings, etc. It is also desirable to further align the national fiscal policy with that of the other European countries more comparable with ours through a reshaping of the VAT rates. The interoperability of the databases would allow a better assessment of the risk indices and therefore targeted interventions, with relative and evident benefits also in (pre) litigation. Criticalities are long sentences (70%) and credit recovery (37%) According to the managerial sample interviewed, the length of time to obtain a sentence (70%) and to recover credits is one of the main problems in the country in terms of civil justice. definitive from a judgment (37%), in addition to the excessive complexity of the procedures (32%). Furthermore, for 84% of the interviewees, the current organizational and intervention model of administrative justice represents an element of uncertainty (with respect to the timing and outcomes of the proceedings) which contributes to significantly limiting the propensity to invest. alternative dispute resolution systems, in terms of arbitration, mediation and assisted negotiation, could, according to Ey and Luiss Business School, be a valid means of deflating the burden of the justice system. The SME sector appears to be particularly sensitive to the inefficiencies of the justice system: it would be necessary to increase the knowledge that SMEs have of Alternative Dispute Resolution (Adr) and the propensity to digitize business processes, also in terms of setting up an internal legal office . Furthermore, homogeneous tax concessions could be introduced for all forms of Adr in order to increase the attractiveness of these tools and to stimulate knowledge by entrepreneurs. According to the sample of managers examined, the main objectives of the labor reform envisaged by the NRP should be: to reduce the cost of labor with the tax wedge alongside the labor reform also a tax reform (63%) and to favor the growth of employment, in particular by encouraging the presence of women and young people (56%). In this sense, Ey and Luiss Business School consider the strengthening of active labor policies to be fundamental. A targeted intervention could involve the implementation of a systematic process for identifying the characteristics of job seekers (personal data, job search motivations, professional experience and willingness to travel); these profiling methods, in fact, would make it possible to map the needs of people with respect to the demands of the labor market. Furthermore, the improvement of the services offered represents an important tool for strengthening active labor policies: the meetings of jobseekers at dedicated trade fairs, the provision of benefits to encourage hiring, and support in the event of dismissal are only some examples. The inclusion of women is also essential, which can go through the provision of subsidies for childcare, maternity and parental leave and flexible working hours. In addition, subsidies can be provided for the employer or discounts and exemptions on social security contributions paid by companies.
