Musumeci scolds the regional managers: “Serious delays in paying invoices to businesses”

“Remove all obstacles to complete the re-assessment of active residues as at 31 December 2021, thus allowing the definitive release of expenditure and the preparation by the General Accounting Office, in the shortest possible time, of the 2021 General Report”. The president of the Sicilian Region Nello Musumeci writes in a note sent to the general managers of the departments, reporting “the serious delays in the payment of invoices, by the various branches of the regional administration, towards the companies entrusted with public works and services” . “Delays that in turn affect payments to employees and suppliers, compromising, in some cases, the very survival of businesses,” he says. “The complained delays, also on the part of the relative Associations, appear to be”, for the presidency of the Region, “a consequence of the failure to define, within the timeframe provided for by the circulars and the instructions given, the formalities aimed at the ordinary re-assessment of residues as at 31 December last , with the consequent blocking or delay, several months after the end of the financial year, of a significant part of the expenditure started in previous years “.” The non-approval of the general report by June 30th resulted in the application of the sanctions provided for by the Accounting Regulations and, in particular, the impossibility of using the bound surplus, with the consequent blocking of expenditure as well “, it says. The note also highlights “that the process for the necessary ascertainment of managerial responsibilities has already begun”.
