According to this report, “serious violations” of human rights have been committed in this region and the accusations of torture and sexual violence in Xinjiang “are credible”. “The extent of arbitrary and discriminatory detention of members of Uyghurs and other predominantly Muslim groups…may amount to international crimes, in particular crimes against humanity.” The UN believes that the situation in the region requires “urgent” attention from the international community. The High Commissioner for Human Rights, of which Michelle Bachelet left the management on Wednesday, therefore published this report in extremis despite pressure from Beijing. After a series of attacks attributed to Islamists or Uyghur separatists from 2009 to 2014, the Chinese region is the subject of intense surveillance. Western studies, based on interpretations of official documents, testimonies of alleged victims and statistical extrapolations, accuse Beijing of having interned in “camps” at least a million people, mostly Uyghurs, of carrying out sterilizations and abortions “forced” or to impose “forced labour”. The contents of this report have so far been well guarded. The US government had accused Beijing of “genocide” in Xinjiang. In January, the French National Assembly, following in the footsteps of the representation of the United Kingdom, the Netherlands and even Canada, had also qualified as “genocide” the treatment of the Uyghurs by China.
