On three unapproved proposals, they were against the deputies for We Are Family. Many of them only supported the proposal for district courts.

Kolíková was not supported by the members of her mother’s party either

Opposition MPs opposed all the proposals. Miriam Šuteková and Alexandra Pivková, MPs for For People, abstained on all proposals. Their colleagues Juraj Šeliga and Jana Žitňanská supported the proposals on regional and district courts, but refrained from establishing municipal courts.

The Minister of Justice announced this and declared that she would do her best, as some of the binding milestones for the recovery plan were to be part of the reform. SaS leader and Economy Minister Richard Sulik emphasized that the minister was not leaving office because she was doing her best for reform.

Kolíková wants to get the coalition partners back on board

She claims that so far they have not been told their reservations about the establishment of municipal courts in Bratislava and Košice. “I don’t know, I don’t understand. I came to all the meetings, I still didn’t know that the People’s Party would not support the reform of the judiciary.” she noted. He considers this to be disappointing, as she also participated in the creation of the For People program, and although she humanly understands the complexity of cooperation after she left them for the SaS, she does not understand their position politically.

Kolíková from SaS and OĽaNO felt strong support. “The coalition, which had the ambition to reform the judiciary so that justice was available to everyone, today showed in a clear light that this ambition is empty. It is only sincere from two parties – SaS and OĽANO,” said Kolíková.

“Unfortunately, I have to say that today the coalition has lost its meaning in this matter for six months. After many months of negotiations, Mária Kolíková submitted a court map to the National Council and it has largely failed. The coalition is saying that we calls for a government program statement, but our coalition partners seem to have forgotten this, “ declared Sulík.

The leader of the movement We are family Boris Kollár reminded in plenary that the judges need air conditioning, but first and foremost new computers. Most importantly, according to him, they do not need to disrupt the courts. He called on the Minister to go in front of the building of the National Council of the Slovak Republic and look at the protests of court employees. She is to hear the reservations of the presidents of the courts and see if she finds compliance with her proposals. The chairman of the We are a family, Peter Pčolinský, added that 208 million euros should go to the court buildings alone. He is interested in how much of it will go to the building in Bratislava due to the real estate market. According to him, Pin’s proposal is nothing but “just a real estate business and a development project”.

Pin will not resign

Sulík sees no reason for Kolíková to leave the position of minister. He thinks he is doing his best for reforms, and he is rather sorry for the position of Deputy Prime Minister Veronika Remišová (For the People), whose deputies did not support some of the proposals from the court map. “Mária Kolíková will not resign. If she has the strength, she will continue, which I am very happy about. I tell you on behalf of SaS that we are all behind her,” stated. “A minister who comes up with a reform and doesn’t pass it should think about himself,” Michal Šipoš, chairman of the largest OĽaNO parliamentary group, told the minister on Tuesday.

Remišová showed her smallness

According to Sulík, Remišová is in the habit of supporting good things and she thinks that so far she could be counted on for people. “But tonight, Veronika Remišová’s pity won.” said the head of SaS. The head of the SaS parliamentary group, Anna Zemanová, asks if the coalition still makes sense. According to her, the deputies for the SaS are deeply disappointed by the vote of some coalition deputies. “They seem to have traded personal animosities for reform,” she added. She thinks the Minister of Justice has sufficiently explained the widespread fears and untruths. She also thanked OĽaNO deputies and non-attached deputies Tomáš Valášek and Miroslav Kollár for their support.

It is absurd that Sulík accuses me

“It is absurd for Richard Sulík to frame and persuade me for his own failures to push for unfinished and uncommunicated reform. We have repeatedly warned him that there are serious technical reservations about the reform and that communication and consensus is needed, which he personally – as always – ignored, “ Remišová responded. The party called it questionable to question the anti-corruption focus. She regrets that she did not find strong support in the coalition on the part of Sulík in enforcing anti-corruption measures, such as the amendment of the disputed section 363 of the Criminal Procedure Code or the reform of the prosecutor’s office.

Remišová perceives Sulík’s statements as an incorrect and personal attack, she considers it a human and professional failure. “Our party will always support meaningful and sensible reforms,” she pointed out. Nevertheless, the Deputy Prime Minister is willing to negotiate further with a view to achieving a genuine reform that will establish a fair system for all.

The minister knew about Shelig’s reservations

Juraj Šeliga, a member of the For People, formulated reservations about the court map, and according to Remišová, the partners and Kolíková knew about them in advance. The Sheliga considers it questionable to put 140 judges under one roof and elect one leadership. He pointed out the shortcomings of the management of large teams of judges, he sees this as a bigger problem than in specialization. He also objects to the redistribution of funds from the renovation plan for buildings in the two cities.

“We are creating districts that are on the order of about 100,000 inhabitants, there would be a mega court with a population of over 600,000, not to mention the number of companies.” he added that he communicated the reservations in the coalition and supported the milestones. According to his own coalition colleagues, he will abstain in advance. He also sees room in the second reading in the Act on the Reorganization of District Courts in the courts in Bratislava and Košice.

Only one of the four proposals passed

In the second reading, the deputies are to discuss the government bill in connection with the new seats and districts of the district courts. He says that in practice there should be a geographical increase in the district courts. Some settlement courts should become workplaces. The proposal also envisages the abolition of the district courts in Partizánské, Skalica, Bánovce nad Bebravou and Kežmarok. The agenda of the Commercial Register should be concentrated in the Žilina District Court.

The bill in connection with the new seats and districts of the regional courts did not pass one vote in the morning. Changes in these courts should not happen for the time being. The Minister of Justice, Mária Kolíková, proposed that their headquarters be the new Trnava for the West Slovakian District, Žilina for the Central Slovakian District and Prešov for the East Slovakian District. Of the remaining five regional courts, workplaces were to remain. The proposal to establish the Bratislava Municipal Court and the proposal to establish the Košice Municipal Court did not pass the second reading in the early evening vote.

The Minister justified the need for reform by achieving the specialization of judges; according to her, the enlargement of districts should ensure more space for the implementation of the criterion of random selection of judges. “In addition, new judicial districts are designed on the basis of natural catchment and cultural regions and identities. The new judicial map can be expected not only to speed up court proceedings and a functioning mechanism for random selection of judges, but also to improve the quality of court decisions.” the Ministry of Justice stated in the explanatory memorandum of the proposal.
