Nine cases “would fall under the qualification of rape”, according to the summary of the report, specifying that the victims are students, with the exception of one male case. “Half of the people involved are students, add the inspectors. For the other half, they are five teachers, five other ENS staff, four external or unidentified people. “

The ENS presidency was only informed of 15 of these situations and “apart from a very recent situation, out of the 14 situations dealt with by the presidency, only one gave rise to a disciplinary procedure”, report the investigators of the IGESR. “All the others remained without a formal decision on the part of the ENS.”

According to the investigation report, “the lack of consistency in the treatment of situations, the reluctance to act, led to an impossibility of closing the instructions” and “helped to build a sense of uncertainty, fear and mistrust which took hold among the alleged victims”.
